True, they may not provide the instantaneous reward feeling as a coupon for something free does, but there is something alluring about getting samples.
In my early days of "sampling" I use to try to keep track of the things I'd ordered and/or sent away for and it was just way to burdensome - not to mention that set me up to get frustrated when something didn't arrive - after all, most 'freebies' are subject to "while supplies last" and/or the offer can be discontinued at anytime.
Now, instead of keeping track I just sign up for the offers, then a few weeks (sometimes not that long) go by and I've forgotten all about it and PRESTO! I've got cool mail!
